Unusual Glass Beads Necklace with Heavy raised Enameled Work

This unusual necklace style I have never seen before. The hand painted raised enamelled work is quite unusual in glass beads. I am unable to identify the country of original but it could be either European or asian in origination. It is certainly a statement piece. This necklace could have been made anywhere from the early 1930s to the 1970s but I am leaning toward the earlier date. Any info would be greatly appreciated. The necklace is about 27 inches long.
